Civil and Human Rights Group Statements on the Introduction of State and Local Funding Flexibility Act, H.R. 2455On July 7, Rep. John Kline, R. Minn. and chair of the House Committee on Education and the Workforce, introduced the State and Local Funding Flexibility Act, a bill that would give school administrators and state bureaucrats the ability to divert federal funds earmarked specifically disadvantaged students to pay for other things. Civil and human rights groups and education policy experts oppose the bill, saying it would hurt low-income students, students of color and English learners.
