In releasing this report, our goals are to examine the conditions in Gulf Coast communities devastated by Hurricanes Katrina, Rita and their aftermath that are likely to affect the conduct of the census in 2010, and recommend a set of policy and operational changes to help ensure the most accurate count possible. The substance and recommendations of the report are dedicated to the countless advocates in the Gulf Coast.
