Wrong Then, Wrong Now is an initiative of the Leadership Conference on Civil Rights Education Fund's (LCCREF) Criminal Justice Reform Project, which is directed by Julie Fernandes, Senior Policy Analyst/Special Counsel under the overall supervision of Nancy Zirkin, Director of Public Policy. In releasing this report, our goals are to examine the use of racial profiling in the street-level context in which it originally arose and in the new context of terrorism; and to reestablish a national consensus against racial profiling in both forms.

We would like to thank especially Carlos T. Angulo and Ronald H. Weich, partners at Zuckerman Spaeder LLP, who wrote the report. Thanks are also due to members of the criminal justice reform task force who provided useful advice and counsel throughout the process: Anne Hingeley and Kareem Shora, American Arab Anti-Discrimination Committee; Rachel King, Laura Murphy, and LaShawn Warren, American Civil Liberties Union; Karen Narasaki, National Asian Pacific American Legal Consortium; Hilary Shelton, NAACP; and Angela Arboleda, National Council of La Raza. We would also like to thank David Cole, Professor of Law at the Georgetown University Law Center, Angela J. Davis, Professor of Law at the Washington College of Law at American University, and David Harris, Professor at the University of Toledo College of Law, for their ongoing assistance.

Our thanks also to LCCREF staff: Corrine Yu, Director of Education, and Charlotte Irving, Administrative Assistant, who provided copy editing assistance; Lisa Haywood, Office Manager, who supervised the printing of the report; and Connie Dennard, Administrative Assistant, who coordinated outreach and distribution. The design and layout were created by Perspective Software and Design, and the report was printed by Homart Press.

Finally we would like to thank the Open Society Institute and the Ford Foundation for their financial support of this initiative. The substance and recommendations of the work are dedicated to the countless advocates for criminal justice reform. The authors and publisher are solely responsible for the accuracy of statements and interpretations contained in this publication.
